In file tools/python/xen/util/pci.py:528 (of Xen 3.3.0 stable release). In
function find_cap_offset, a file is opened using the lowlevel 'os.open'. If
the 'if' statement 3 lines below it is taken then the function is left without
closing the file descriptor. Eventually this problem causes Xend to use up all
of its file descriptors and become essentially unusable.
