Bug detailed description:
--------------------------
When we do NIC device hotplug to guest many times, attaching NIC will fail. we
test it on 2 platform(Stoakley/McCreary), all fail when we do the
61th hotplug attaching.

Reproduce steps:
----------------
1) hide one NIC for assign to guest
2) create guest
3) hotplug in/out NIC for 100 times(can use a script)
4) when do the 61th hotplugging, attaching NIC fails
