Bug detailed description:
--------------------------
If there was a guest created (even this guest was destoryed then) before dom0
sleeps to S3, dom0 cannot resume back from S3 state. 

If we do S3 sleep just after dom0 boots up without any guest created, dom0 can
resume back from S3.


Reproduce steps:
----------------
1) reboot host and boot up dom0
2) create a guest, (also you can destory this domain).
3) do dom0-S3 sleep
4) dom0 cannot wake up
