I have a similar problem with Fedora Core 6 in dom0.
It seems like it can not obtain a DHCP lease after a cold boot. When I first
boot into a non-xen kernel I can obtain a lease just fine and rebooting into
the xen kernel then works (most of the time, but very unpredictable)
