Users comment:

The delay is in between my vps's arp request and the arp reply -- and
if they all get maped to fe:ff:ff:ff:ff:ff, why does there even need
to be any request for it at all, shouldn't there be permanent entry --
I'm new to xen, so don't know much about this part of it.
