In investigating bug 574 I found that the ownership bit of a receive 
descriptor are cleared multiple times.  Once the ownership bit is given away 
the descriptor may not be written until ownership is returned. 
 
The emulation needs to be examined to fix this bug and find other simiar 
violations.
