Well, it doesn't really sound like using the local APIC is a good idea on your 
system. :-)  I made the 
default in Xen to not use it if it was left disabled by the BIOS. This ought to 
fix the bug -- if you try the 
latest unstable version and find that it is still not fixed then please reopen 
this bug.
