Ever heard "If you have to ask the price, you can't afford it"? Pretty
similar in your case.

xen (whether part of a distro like Centos, or as an "appliance" like
XenServer/XCP) can be a building block to create private/public cloud,
but xen by itself is not enough.

AFAIK there's no complete open source solution capable of handling all
aspects of private cloud (including security and management) in an
automated manner. Eucalyptus might be the closest thing though, so you
might want to start asking there: http://www.eucalyptus.com/

If you have the money, many vendors (e.g. vmware, citrix, cisco) will
be happy to help you.
