You can remove and add processors to a running guest, and they just get hotplugged - you can't go above the number configured. However, I'm not aware of any means to start a guest with a different number of processors to that configured in the config file. I guess you'd have to knock up a simple wrapper script that would start the guest and then reconfigure the processors allocated to it.
