1. Download the main ISO image and unpack where it's reachable via HTTP.

2. Grab the 3 files from
http://archive.ubuntu.com/ubuntu/dists/lucid/main/installer-amd64/current/images/netboot/xen/
and put them in the same place under the unpacked ISO tree.

That's it, you now have a Ubuntu local install server that will work
with XCP and XCCS.
