I guess you mean 'pin' specific cores to specific VM's ?

Assuming the 4 VMs are vmA, vmB, vmC and vmD and that Core 0 is
allocated to Dom0

syntax (as provided in xm man page as well) is xm vcpu-pin <Domain>
<VCPU> <CPUs>

xm vcpu-pin vmA 0 1
xm vcpu-pin vmB 0 2
xm vcpu-pin vmC 0 3
xm vcpu-pin vmD 0 4
