qemu is an emulator, very flexible; but usually slow.  Xen virtualizes
the CPU instead of emulating it; but for the rest of the hardware it
borrows qemu code and runs under Dom0.  the name qemu-dm stands for
'qemu device manager'.
most (all?) open source virtualization solutions leverage qemu in similar ways.
