Yes it does. But I was getting a Stop 7B at startup with the plugin that I had created and the Xen Tools package did not have a txtsetup.oem (or at least I could not see one) so I thought I might have more success using GPLPV package.

The other issue with trying to create a plugin from the Xen Tools package is that I have seen posts from others that have tried before me without success on the Citrix Forums, and the assistance that they have received in troubleshooting has been negligible.

It looks like my best chance lies with the latest GPLPV package, but I will need to also load the wdf* drivers at boot time. Any tips for the txtsetup.oem file?
