Occasionally you'll see more than one scheduled at a time, especially with a multi-CPU/core system.  I have systems with 8 cores in 2 processors, and I frequently see more than one in the "r" state.

when the xen is querying the machines, the dom0 will be the only scheduled
one and others will be blocked. So, i think almost always only Domain-0
