The lack of an ID and state flag is interesting.

Try doing 'xm list --long' and seeing if it has a uuid associated with
it, and try doing xm shutdown on that uuid.

Another option is do:

ps -ef |grep qemu

And look for stuck qemu processes (if its running that way) and kill
them off.
