I'm not familiar with configuration files under the directory you mention, I configure Xen DomU's on CentOS 5 under /etc/xen. To make a DomU automatically start on Dom0 boot I just add a symbolic link from /etc/xen/auto to the appropriate DomU's config in /etc/xen.
