I'm using xen 3.0.3 on a centos 5.1 box with kernel 2.6.18-53.1.21.el5xen. It's sort of lower end hardware with a P4 processor, no VT support I believe. My question that I having trouble finding a clear answer to is can I run windows server 2003 as a virtual machine on this host?

No, for Windows you'll need a VT enabled CPU
