Both, eth0 and peth0 have the very same configuration and IP addresses in "ifconfig -a".

iface lo inet loopback
address 127.0.0.1
netmask 255.0.0.0

Try using static ip instead of dhcp in dom0. Maybe this is messing with your interfaces.
