Disabling ARP on the bridge fixed the issue: `ip link set xenbr0 arp off`
was all that was needed.
Digging around in the xen source repository, it appears that the script
installed in /etc/xen/scripts/network-bridge is customized by the suse
package maintainers, rather than being shipped with Xen itself, so a bug has
been filed with Novell against the opensuse 10.3 xen package:
