Sounds like it could be a bug / quirk in the PCI passthrough drivers. Perhaps
they hadn't been tested with 64-bit mem and IO resources before. That said
I'd have thought they would have been, given Xen runs on PAE by default
nowadays.
Probably worth reporting to xen-devel.
I've had a quick scan through the code for data size issues but am not seeing
anything obvious at the moment. Do any interesting messages come out in
dmesg in dom0 when you do this? Any interesting compile warnings when you
built the kernel?
