NetBSD domU will only work with a non PAE kernel. If you are using Fedora Core as your base system, its xen kernels are PAE enabled by default. I think thats why you are getting this error.

I have tried to create the VM in a physical partition and it doesn't work too.

So I don't understand where is the error.
