[Xen-users] As load on Dom1 increases the load on Dom0 also	increases

Hi!
We are using Xen3.0.3. We have allocated 20% CPU to Dom0 and 80% to Dom1
with no extra time CPU usage.
We have a single network interface card.
We use a test plan to increase load on Dom1 using http requests. 
We have observed that as the load on Dom1 increases the load on Dom0
also increases. 
Is this obvious behavior? What are the reasons for this kind of
scenario? Is this due to routing of incoming requests for DomU through
Dom0.
