You can prefix XEN_NO_IOEMU=y to the make command you're using.  e.g.

XEN_NO_IOEMU=y make dist

The Xlibs are needed by the ioemu system, which in turn is needed for VT.  If 
you're system's not VT enabled (you'd know if it was!) you don't need to 
build this at all.
