I use to have this problem on Debian using the worker Multi-Processing
Module(MPM).  I switched to the prefork (MPM) and it worked.  This is
related to the threading model and I suspect that is the problem you are
having.  You will need to check which module you are using and switch to
prefork if you are using worker.

I believe with yast you can just install apache2-prefork.  Also, from
looking at Novell's site, it appears that Suse's Apache package comes
with a program apache2-reconfigure-mpm that might be useful (never used
it though).
