I actually prefer to have 'xend stop' shut down all xen related daemons,
and hence start with a clean state.
I think it's certainly useful, for development purposes at least, to have the ability to just restart Xend and nothing else.

Perhaps a xend restart-core?

xend restart isn't something that should be needed very often, so I
think I'd rather maximise the chances that it returns the system to a
working state, rather than worrying whether a few console windows need
to be reconnected.
If xenstore's state is all in persistent storage I'd like to see it
stoped too.
I don't really see a problem with that.
