IIRC (I don't have the sources here), there is a doc directory either in edk2
or available from tianocore.org.  It describe how to add a driver.

There is a java applet which helps to do so.  Avoid to write these files by
hand and use the applet.  Even if it is not straightforward, it helps a lot
(java is slow but this is another issue...)
