Xen/IA64 Healthiness Report

This Cset is the same with the last Cset#12796
Several issues:
1. VTI Linux domain boot slowly, if enabled 'serial=pty'. 
2. SMPVTI_LTP performed slowly. 

Except SMPVTI_LTP case, all the other nightly cases can pass in manually
testing.
