Kevin Tian did some more root causing on this and what we found is that both 
2.6.10 and 2.6.11 are broken in UP mode (natively - without any virtualization) 
on tiger4. Most OS vendors ship only a SMP kernel, which gets tested a lot more 
than UP kernels.

In other words, the issues we're having booting UP Linux on xen-ia64 on Intel 
platforms doesn't seem to be related to xen-ia64.
