This patch set completes the conversion to the new CPU mask interfaces
and, as the final step eliminates the remaining few uses of struct irq_cfg.

1: eliminate cpus_xyz()
2: eliminate cpu_test_xyz()
3: eliminate cpu_set()
4: eliminate cpu_clear()
5: eliminate first_cpu() etc
6: eliminate remaining uses of struct irq_cfg
