The first of these is a fix for a fairly blatant bug I had introduced in c/s
20377:cff23354d026 (and hence a candidate for 4.1 and 4.0). The
second is slightly improving that original change, while the last one is
an attempt at improving readability of the condition introduced in c/s
22180:0bc640853cfd.

1: don't return CPUs outside vCPU's affinity mask
2: don't write idle bias more than once
3: simplify sched_smt_power_savings dependent condition
