Hmm... this has increased over time.  Is there a breakdown of what the
40MB is used for?

This is only for a 4GB system. The breakdown is:
4MB: machine_to_phys table
12MB: Xen heap
24MB: frame_info for 4GB RAM

If you have x gigabytes RAM, 32-bit non-PAE Xen will require (16+6x)MB.

I think you can also reduce Xen's heap size -- I added a boot-time option but it isn't very tested.
