Yes - kind of. Assuming you use bash as your shell, add the following to
your /etc/bashrc

alias rpm='LD_LIBRARY_PATH=/lib/tls.disabled/ rpm'
alias yum='LD_LIBRARY_PATH=/lib/tls.disabled/ yum'
