Bug detailed description:
--------------------------
offline the cpu2, cpu3 and cpu4, and then boot xen. there will be 16 logical
cpus.

Then, online each cpu one by one. there will be many pcpu entries on created on
dom0 sysfs. Execute a command for each logical CPU:

echo 1 > /sys/device/system/xen_cpus/xxxx/online

When I enable CPU 56, it panics.

this issue can be reproduced on ER only, it works well on SR.
