Bug detailed description:
--------------------------
When create one Windows xp guest and hot-add one NIC to guest, either
additional NIC or onboard NIC, xp guest did not recognize the NIC device.
Static assignment works fine.

hot-plug NIC to Windows7 works fine.


Reproduce steps:
----------------
1. create Winxp guest on NHM-EP
2. hot add one NIC


NICs info:
----------------
onboard NIC: Intel Corporation 82576 Gigabit Ethernet Controller
additional NIC:    Intel Corporation 82572EI Gigabit Ethernet Controller
