Bug detailed description:

On Xen 18132, we set msi=1 in host grub, and create one guest with one PCIe NIC
assigned, guest also enable MSI, when we poweroff this guest or using "xm
destory" to kill this guest domain, Domain0 will hang.
Reproduce steps:

1) prepare one linux image
2) create guest with one PCIe NIC assigned, guest enable MSI
3) poweroff this guest or using "xm des" when guest boot up
4) Dom0 hang
