Bug detailed description:

when I try to use "xm migrate ID localhost" or "xm migrate ID localhost -l"
aftet the guest is booted up, host will complain:
"Error: /usr/lib/xen/bin/xc_save 22 1 0 0 5 failed"


Reproduce steps:
----------------
1.prepare one img and a configure, boot the guest
2.use "xm migrate ID localhost" or "xm migrate ID localhost -l"
