xm restore will fail after dom0 is reboot. a qemu window will pop up but
disappear soon, and xm li shows the wrong guest state.

Reproduce steps:
----------------
1. xm create foo.hvm
2. xm save 1 1.save
3. reboot dom0
4. xm restore 1.save

xm dmesg shows:
(XEN) intercept.c:276:d0 HVM restore: Xen changeset was not saved.
(XEN) lapic_load to rearm the actimer:bus cycle is 10ns, saved tmict count
25000, period 
4000000ns, irq=239
(XEN) lapic_load to rearm the actimer:bus cycle is 10ns, saved tmict count
25000, period 
4000000ns, irq=239
