All scripts in /etc/xen/scripts/ have #!/bin/sh but use bash syntax. Because of
this, on systems where /bin/sh doesn't point to /bin/bash, domU won't ever
start.
The shebang should be /bin/bash to be compatible with systems using another
replacement for sh, e.g dash.
