I'm going to mark this as WONTFIX.  This isn't a problem in 3.0 (as far as I
know).  There was a lot of work done to fix the copious amounts of race
conditions in xend start for 3.0.

There is no plan to have new 2.0.x releases and even so, this certainly would
not qualify for backporting as it would be a large amount of change in 2.0.x to
do it right.
