/opt/xensource/ => /usr/lib/xen-common/xapi on Debian machines. You should edit the eliloader file to point to that base directory, and create the path /usr/lib/xen-common/xapi/packages/guest-installer.

I'm not sure which guests will work without the guest-installer files, but I'm guessing that Debian-based systems will likely work. We have to patch OS's that don't work well with Xen, so I'm thinking that RHEL guests probably won't work without those files.
